If i shot blanks out of a rifle, cleaned it then would i be able to fire bullets out of it? Or is there something else i would need to do?

You'll be fine , unless it's a blank adapted weapon , if it is , remember to remove the blank adapter before you shoot live ammo thru it.

That is correct. I use my M1 for both live fire and blank firing. Like said above, make sure you remove that blank adaptor before you live fire!  |

Nothing special , just clean it the way you would clean the rifle after you come back from the range
